Nine times out of ten it is the drain valve, the door gasket or tired pump oil. Work through them in that order before you suspect the pump.
What the machine should reach
Home units are generally expected to get down to a few hundred millitorr, and manufacturers state a target for their own model. The number on your display matters less than its behaviour: it should fall steadily and then hold.
A reading that falls partway and stalls points to a leak. A reading that falls, holds, then climbs during drying is often normal, because ice is turning to vapour faster than the pump can clear it.
1. The drain valve
The most common cause, and the easiest to miss because it looks shut. Check it is fully closed, then check the valve seal itself for a nick, a hair or a crust of dried food. A wipe with a clean damp cloth and a thin smear of vacuum grease fixes most of them.
If the machine held vacuum last month and not today, and nothing else changed, start here.
2. The door gasket
Run a finger round the whole gasket looking for grit, a cut, or a flat spot where it has taken a set. Clean it and the mating face. A thin film of vacuum grease helps a tired gasket seal, but it will not save a split one.
Old gaskets go hard. If yours no longer springs back when you press it, replace it rather than fighting it.
3. Pump oil
Oil that has gone milky or dark has absorbed water and will not hold vacuum however good the seals are. Check the level and the colour against the sight glass. Fresh oil is clear and thin.
Change it and try again before doing anything else invasive. On an oil pump this is routine maintenance, not a repair, and skipping it causes more vacuum complaints than any component failure.
4. Hose and fittings
Check the hose for cracks, especially where it bends near the fittings, and make sure clamps are tight and the hose is pushed fully home. A hose that has been kinked in the same place for a year is a suspect.
Do not overtighten. Vacuum fittings seal on the surface, not on force.

When it is the pump
If the pump cannot reach its rated vacuum with the hose capped and fresh oil in it, then the pump is the problem. Vanes wear, and a pump that has run wet for a long time may not recover.
Before ordering one, call the manufacturer. Vacuum faults are common enough that most makers have a support script, and on a machine under warranty the wrong self-repair can cost you the cover.

What level should it reach? Whatever the manufacturer states for your model, reached steadily and then held.
Can old oil stop the vacuum? Yes, and it is one of the most frequent causes.
Safety note. Unplug the machine before touching hoses, seals or oil. Used pump oil is a contaminant and needs disposing of properly, not down a drain.
